As the British consul at Kiukiang must have means of ascertaining whether the import of Indian opium into the province is permitted or not, the Wai-chiao Pu consider it unnecessary to hold a brief for the province. In regard to the passage "I bave obeyed the orders of President Yuan," quoted from the minute made by the tutu on the petition of the Kiukiang Chamber of Commerce, the reference is obviously to the presidential orders received où the 14th March and 11th June of the present year. Both these orders were published in the "Government Gazette," to which is Majesty's Minister is invited to refer. August 13, 1912.
